Declaration on Accessibility

This declaration on accessibility applies to the website of the Staatsbibliothek zu Berlin - Preußischer Kulturbesitz published at staatsbibliothek-berlin.de/en/.

As a public body within the meaning of Directive (EU) 2016/2102, we strive to make our websites and mobile applications accessible in accordance with the provisions of the Act on Equal Opportunities for People with Disabilities (BGG) and the Accessible Information Technology Ordinance (BITV 2.0) for the implementation of Directive (EU) 2016/2102.

State of Compatibility with the Requirements

The accessibility requirements are pursuant to Sections 3 (1–4) and 4 of the BITV 2.0, which was issued on the basis of Section 12d of the BGG.

The verification of compliance with the requirements is based on a self-assessment on the basis of a BITV-WCAG test report carried out between April 18, 2023 and May 22, 2023.

According to the review, the website is only partially compatible with the aforementioned requirements, owing to the following incompatibilities.

The items listed below are classified as not accessible for the reasons given:

  • Explanations in German Sign Language and Easy-to-Read Language are not yet available. Therefore, the website does not currently meet the requirements of §4 of BITV 2.0.
  • Individual graphics do not have alternative text and therefore do not meet requirement 1.1.1 under WCAG 2.1.
  • HTML structural elements, for headings among others, do not structure individual pages appropriately and do not comply with requirement 1.3.1 under WCAG 2.1.
  • Slideshows content is not displayed in a meaningful way without CSS and cannot be paused and thus does not comply with WCAG 2.1 requirements 1.3.2 and 2.2.2.
  • In individual cases, contact forms and interactive elements in the Firefox browser can overlap when enlarged to 200% and thus do not fully comply with requirement 1.4.4 of WCAG 2.1.
  • Graphics are used for certain fonts, including the "WIFI", "WLAN-SBB - eduroam" and "Order - digital copy" buttons, and thus do not comply with WCAG 2.1 requirement 1.4.5. However, an alternative text is provided.
  • In certain elements, content does not wrap properly and thus does not comply with WCAG 2.1 requirement 1.4.10.
  • English language pages specify German as the primary language, which does not meet requirement 3.1.1 of WCAG 2.1.
  • Linked PDF files are partially not fully usable in an accessible manner in the sense of the requirements of WCAG 2.1.

The requirements that have not yet been met will be implemented as part of a comprehensive relaunch of the website, which is currently being prepared.

Arbitration

If no satisfactory solution has been found to the issue that you have reported to the contact mentioned above, you can inform the Arbitration Service, according to Section 16 BGG. The BGG  Arbitration Service has the task of assisting with the out-of-court settlement of disputes, in the event of disputes between people with disabilities and public authorities of the federal government. The arbitration procedure is free of charge. There is no need for you to call in legal counsel.
